Rich Hucksam thoughtfully guides town boards and city officials through the overwhelming thicket of municipal regulations, statutes, and decisional law. He has particular experience representing public and private sector clients in land use, environmental, and permitting matters. His clients rely on him to limit their exposure and resolve disputes as they arise. A committed outdoorsman and conservationist, Rich serves the Town of Amesbury as a member of its Open Space Committee.

Mr. Hucksam has over thirty years of experience representing clients in land use, litigation and municipal law.
Mr. Hucksam has represented and advised municipal officials including mayors, city councils, boards of selectmen, city, and town managers, building officials, conservation commissions, planning boards and zoning boards on a wide range of municipal law issues. Mr. Hucksam has advised land use boards and represented private clients seeking land development permits before municipal boards. Mr. Hucksam has represented private and municipal clients in litigation in the Land Court and Superior Court and has argued appeals involving land use permits and other municipal law issues before the Massachusetts Appeals Court. He also has represented private and municipal clients in all phases of the wetlands permitting and appeal process, including in adjudicatory hearings before the Massachusetts Department of Environmental Protection and in Superior Court appeals of local wetland bylaw permits. He has also represented zoning boards regarding applications for comprehensive permits pursuant to Massachusetts General Laws Chapter 40B. Mr. Hucksam has also represented many municipalities before the Massachusetts Appellate Tax Board.

Mr. Hucksam is a Member of the Boston Bar Association and the Massachusetts Bar Association.
Personal and Community Activities
Mr. Hucksam is an avid outdoorsman and enjoys activities such as bicycling, hiking, backpacking, skiing and sea kayaking. He is the author of several articles which have been published in Appalachian Mountain Club publications, including “An Alaskan Adventure: Gates of the Arctic National Park.” Mr. Hucksam is a member of the Open Space Committee for the Town of Amesbury and a former member and chairman of the Norwood Conservation Commission.
Education
Mr. Hucksam graduated cum laude from Framingham State College in 1980 and is a 1985 graduate of Suffolk University Law School.
